Under the prevailing conditions, where the Palestinian people
are striving for the establishment of their independent and
democratic state, the existence of strong and active civil society
organizations is considered as security valve for the success of the
Palestinian people efforts to achieve the aforementioned goal.
For PARC, the achievement of its overall goal “Contribute in the
promotion of Integrated Rural Development” necessitates giving
this sub-program more importance for the following reasons:
a. PARC is working on developing its decentralized approach. The
success of this needs the development of active and effective
partnership with the local CBOs.
b. The existence of strong local CBOs is an important condition for the success of integrated rural development in
the rural areas because most of national NGOs are working in urban areas and the local CBOs are better fit to
diagnose needs and determine the priorities for their communities.
PARC is also in need to give effective support
to sister and daughter organizations that have
emerged from the development of its programs
in the field of women, farmers and youth. These
will enable them to improve their performance and
their contribution to integrated rural development
will be more tangible.
Under this goal PARC is looking to achieve the
following results:

2.1 Building Capacity of Associations, Unions and Community Based Organizations
2.2 Contribute in Organizing the Beneficiaries in Social and Economical Frames.
2.3 Support Associations Efforts to Increase their Assets, Portfolio and Lending Capacities.
2.1 Building Capacity of Associations, Unions
and Community Based Organizations
To achieve this result, the following areas will be
addressed:
- Workshops will be organized at local level (villages) and some at central level (governorates or at PARC
branches levels). Each of these will last for one day and will be dedicated for the discussion of one issue. Great
number of cooperatives members and administrative bodies' members will participate in these workshops
which are going to involve women, farmers and youth organizations.
- Training courses aiming at the promotion of managerial, leadership of the administrative committees of the
CBOs. It enhances their skills in the fields of conflict resolutions, financial management, elections campaigning.
Instructions will also be provided to the CBOs members’ in the fields' of agriculture and vocational training. As
clear from the above these trainings will target both the institutions and their members.
- Experience exchange as mean for capacity buildings. This includes exchange visits, attending national and international conferences.
- Consultancy visits aiming at helping CBOs to develop their administrative and financial systems,
- Researches for the development of new products (for saving and credit associations),
- Publications and development of procedures manuals,
- Providing of CBOs with necessary logistic support to enable them for better communication with the surrounding environment,
- Developing of financial, administrative and MIS systems for cooperatives, associations and unions.

2.2 Contribute in Organizing the Beneficiaries in Social and Economical Frames.
To achieve this result, the following areas will be addressed:
- Workshops for potential members of these associations,
- Training courses for the members to promote the members commitment and increase legitimacy of these associations,
- Exchanging visits of new women groups,
- Providing of consultancy services to the new groups of women concerning administrative, financial and legal issues,
- Providing beneficiaries with necessary inputs to start their small generating income project.
2.3 Support Associations Efforts to Increase their Assets, Portfolio and Lending Capacities.
To achieve this result, the following areas will be
addressed:
- Providing logistic support to the cooperatives of
saving and lending, youth and women centers,
- Establishing of income generating projects for
the benefits of women clubs to ensure their
sustainability,
- Distributing of loans to Saving and Lending
cooperatives to support their portfolio and their
capacity to provide loans to their members,
- Establishment of Guarantee Fund to encourage
micro businesses of women.
